MSSL stands for Market Support Services Licensee.

SP Services, as the MSSL, provides services such as retail settlement, meter reading, meter data management and facilitate customer transfers between retailers. The MSSL also supplies electricity to non-contestable consumers at the regulated tariff and facilitates access to the wholesale electricity market for contestable consumers who have not appointed an electricity retailer.

No. Your electricity supply will not be disrupted as switching is an administrative transfer of account by Union Power. SP PowerAssets (SPPA), as the transmission licensee, remains responsible for the physical delivery of electricity supply to your premises regardless of which retailer you choose. Hence, you will continue to enjoy the same quality, safety and reliability of electricity supply.


From 1 April 2014 onwards, SP PowerGrid (SPPG) will install the Advanced Metering Infrastructure (AMI) meters for new contestable customer.

Switching to Union Power is easy and simple. Please have the following details handy:

  • Your contact details
  • A copy of your electricity bill
  • Address and SP Account Number or MSSL Account Number
  • For relocation of business premises, let us have your expected move-in date

Currently, businesses with an average monthly consumption of at least 2,000 kWh (equivalent to a monthly electricity bill of at least $400) are eligible to switch to become contestable. Consumers are able to add up their electricity usage across different locations in Singapore to meet the 2,000kWh threshold to apply for contestability.

Starting April 2018, business and residential consumers whose premises have postal codes starting with 60, 61, 62, 63 and 64 are able to buy electricity from Union Power.

Note that consumers who are under the prepaid metering scheme with SP Group can only switch to become contestable after clearing all outstanding arrears owed to SP Group.

Electricity retailers like Union Power can provide packages with different price plans, and services to suit differing usage patterns. You will be billed directly by Union Power based on the commercially agreed electricity price.

If you choose to remain as a non-contestable consumer, no action is required. You can continue to buy electricity from SP Services (SPS) at the regulated tariff.
